What is OWL?
OWL (One World League) is not just an idea - it’s a movement hiding in a novel. Think of it as a bold remix of democracy, literature, and global citizenship, all wrapped into one big creative package.
It all started with The Compleat OWL: The Forever Zeitgeist (Vol. 2), a mind-bending, satirical novel by Professor David Stevens. Set in a near-future world, it follows a group of young revolutionaries building something wild and necessary: a cyber-democracy based not on elections or politics-as-usual, but on wisdom, equity, erudition, and kindness.
Sounds idealistic? It is. But it’s also grounded in serious ideas—and it's calling on you to help rethink the future.

OWL Vision
To create the opportunity, through the exploitation of the latest information technology and social networking for all eligible people, anywhere, to be able to express their views on critical policies, to in turn achieve a harmonious global community.
Cyberdemocracy
The concept of Cyberdemocracy, as defined by OWL, is the improvement of the concept of democracy via technology. We aim to leverage technology and cybercommunications to reduce corruption and give citizens the voice to truly have their say – through technology we aim to establish true democracy.
Assigning Representatives
Through a random selection method, senators will be chosen – much like jury duty – to form Government on a staggered, rolling basis. This allows for a wide range of voices in Government and lowers the chance of corruption.
True Equality
In the OWL system, senators are chosen by random selection to serve a term in Government. This “jury-duty style” method will ensure true equality – not only across race and gender, but also across demographics and geographic locations.
Voting and Policies
Through the cyberdemocracy concept, major issues could be voted on via a secure, internet-based plebiscite method. The average citizen will have more opportunities to voice their opinions and shape society, without the cost of constant in-person ballots.
